Noel M. Malaya is an established legal practitioner with extensive experience in litigation, corporate law, and regulatory compliance. He earned his AB Economics (1973 – passed the Civil Service Commission – Economist Examinations) and Bachelor of Laws (1978) from Ateneo de Manila University and was admitted to the Philippine Bar in 1979.

He specializes in general litigation and advocacy handling of high-profile cases in the Senate, House of Representatives, and Sandiganbayan, as well as commercial and construction arbitration and dispute resolution. He has expertise in foreign investments, immigration and alien employment laws, and corporate regulatory compliance with agencies like SEC, BOI, PEZA, and DTI. His practice covers family law, estate planning, and inheritance tax management, along with legal concerns in transportation, power and energy, environmental law, mining, land titling, and agrarian reform. He has served as Director and Corporate Secretary for various local and multinational corporations.
