Binigyang-diin ni Pangulong Ferdinand R. Marcos Jr. ang mahalagang papel ng Public Telecommunications Entities (PTEs) at broadcasting networks sa pagpapalakas ng Academic Recovery and Accessible Learning o ARAL Act sa bansa.
Sa ilalim ng batas, inatasan ang PTEs na makipagtulungan sa pamahalaan para gawing libre ang access sa exclusive learning management systems ng Department of Education (DepEd).
Gaya na lamang ng web-based applications at online educational platforms, gayundin ang digital libraries at iba pang knowledge hubs na magagamit sa tutoring program.
“Recognizing the needs of disadvantaged learners and their tutors, this law provides subsidized data plans to facilitate access to the resources required for academic success,” saad ni Pangulong Marcos Jr.
Tungkulin din ng broadcasting networks na maglaan ng airtime para magpalabas ng ‘supplemental tutorial videos’ na naglalaman ng mga materyales tungkol sa Reading, Mathematics, at Science na inaasahang magpapalakas sa learning competencies ng mga estudyante.
Maliban sa PTEs, hinihikayat din ng pamahalan ang mga local government unit (LGUs) at mga magulang na suportahan ang programa.
“To our LGUs, I call on you to help cultivate a safe and conducive environment for in-person tutorials. Collaborate with the national government in promoting this program by engaging potential tutors, referring qualified candidates, and motivating parents to involve their children in this endeavor,” saad ng Pangulo.
“To parents and guardians, I encourage you to maintain open lines of communication with your children’s tutors. Monitor your child’s progress and extend to them the support they need to succeed in life,” dagdag niya.
Opisyal nang nilagdaan ni Pangulong Marcos Jr. ang ARAL Bill bilang isang ganap na batas na layuning lumikha ng libreng tutoring program bilang pambawi sa ‘learning losses’ noong COVID-19 pandemic. -VC
