Pinalaya na si Special Envoy on Transnational Crimes Markus Lacanilao matapos ideklara ni Senate President Francis Escudero ang kanyang pagkakakulong sa Senado bilang “unauthorized.”
Si Lacanilao ay isa sa mga resource person sa pagdinig ng Senate Committee on Foreign Relations kaugnay ng umano’y papel nito sa pag-aresto at pag-turnover kay dating Pangulong Rodrigo Duterte sa International Criminal Court (ICC).
Sa pagdinig nitong Huwebes, Abril 10, nilagdaan ni Senator Imee Marcos, chairperson ng komite, ang arrest and detention order laban kay Lacanilao at ipinag-utos ang kanyang pagkakakulong sa Senado.
Kinuwestyon ni Escudero ang desisyon ni Sen. Marcos matapos hindi dumaan sa kanyang pasya, isang mahalagang patakaran bago magpatupad ng contempt citation.
“The power of a committee chairperson to order the arrest or detention of any resource person cited in contempt is subject to the approval of the Senate President,” ani Escudero.
Ang pagpapalaya kay Lacanilao ay batay sa umiiral na proseso ng Senado at sa makataong dahilan kasunod ng iskedyul ng libing ng lolo nito, Biyernes, Abril 11.
Sa halip na ipa-contempt, naglabas si Escudero ng show cause order laban sa special envoy upang bigyan siya ng limang araw para magpaliwanag.
Itinanggi rin ni Escudero ang alegasyon ni Sen. Marcos na tumanggi umano siyang pirmahan ang contempt order.
“For the record, I did not refuse to sign the contempt order… Senator Marcos released her statement and flaunted to the media her signed arrest and detention order even before I could see, much less, receive a copy of it,” paliwanag niya.
Si Senator Bato dela Rosa ang nagmungkahi ng contempt matapos akusahan si Lacanilao ng pagsisinungaling.
Samantala, kinwestyon ni Justice Secretary Boying Remulla, isa sa mga dumalo sa pagdinig, ang ilang senador dahil umano sa “pressure” sa mga resource person. – VC
