
Management consultant Francis Kong emphasized that financial education must move beyond simple awareness and called for strong stakeholder partnerships during the second day of the Financial Education (Fin-Ed) Stakeholders’ Congress on Nov. 18, 2025.
The Commission on Filipinos Overseas (CFO), an agency focused on engaging the Filipino diaspora through programs like PESO Sense financial literacy, attended the event hosted by the Bangko Sentral ng Pilipinas (BSP) at its Assembly Hall.
Kong, the guest speaker for the technical learning session on “Leadership for Implementing Impactful and Sustainable Programs,” stressed the need for aligning financial visions among various stakeholders. He shared leadership strategies for guiding groups toward achieving financial literacy and urged participants to champion financial inclusivity with purpose and passion, notably encouraging the early teaching of proper money management to younger generations.
BSP Governor Eli Remolona Jr. delivered the keynote message, stressing that financial education involves more than just saving, budgeting, and investing; it must actively lead to financial inclusion. He highlighted various BSP platforms promoting this goal, including the BSP E-Learning Academy (BELA).
Mr. Warner Dawal represented the CFO at the congress, which serves as the BSP’s flagship annual event for collaboration on financial literacy initiatives.
The program concluded with the launching of new financial inclusion initiatives by the BSP and its partners, including the Credit Card Association of the Philippines, Boy Scouts of the Philippines, and the Department of Information and Communications Technology, followed by the recognition of BSP partners in financial education.
About the Commission on Filipinos Overseas
The Commission on Filipinos Overseas (CFO), established under Batas Pambansa Blg. 79, is dedicated to the welfare and empowerment of Filipinos permanently residing abroad. It is distinct from the Department of Migrant Workers, which primarily addresses the needs of Overseas Filipino Workers (OFW) and other temporary migrants.
The CFO, which is an agency under the Office of the President, works to strengthen the social, economic, and cultural ties of global Filipinos with their home country. Its primary stakeholders include Filipino permanent migrants, dual citizens, spouses and partners of foreign nationals, individuals under the Exchange Visitor Program, au pair participants bound for Europe, and Filipino descendants overseas.
