
The Independent Commission for Infrastructure (ICI) on Friday approved the rules for livestreaming its proceedings.
Under the rules, the ICI may order the pixelization of the image of a witness or resource person; muting of the audio output; and/or redaction of documents presented during its proceedings as it may deem necessary to comply with prevailing laws.
To avoid overriding or superimposing the audio output from the ongoing subject proceedings, the broadcast or live streaming of the subject proceedings shall be without voice-overs, except for brief annotations of scenes depicted therein as may be necessary to explain them at the start or at the end of the scenes, which shall not distort the content or context of the subject proceedings, the ICI said.
No repeat airing of the audio-visual recording and/or live streaming of the proceedings shall be allowed without the prior written approval of the ICI, except for brief footages and still images, including cartographic sketches of scenes based on the audio-visual recording or live streaming, for news purposes.
The ICI may, at any time, delay, cease or stop the live streaming of the proceedings, in whole or in part, upon a determination of a probable violation of prevailing laws, rules, and jurisprudence.
No person is also allowed to record, stream, retransmit, reproduce, capture, or edit the proceedings or any portion except upon the prior written approval of the ICI.
The rules which take effect after its publication also underscore that it may initiate administrative and or criminal proceedings for violators of the ICI live streaming guidelines. (PNA)
