
The Philippine Charity Sweepstakes Office (PCSO) has secured the top spot among Government-Owned and Controlled Corporations (GOCCs) for 2024, earning the highest performance rating from the Governance Commission for GOCCs (GCG).
In ceremonies held Monday in Parañaque City, the GCG recognized PCSO for achieving an exceptional 100.63% performance score, placing the agency ahead of other high-performing GOCCs. The recognition affirms PCSO’s continued excellence in accountability, transparency, and citizen-centered service delivery.
PCSO outperformed other awardees, including the Mactan-Cebu International Airport Authority (2nd place, 100.16%) and PAGCOR (3rd place, 99.92%). Additional awardees include the Clark International Airport Corporation, Land Bank of the Philippines, Landbank Countryside Development Foundation, Inc., Metropolitan Waterworks and Sewerage System–Regulatory Office, National Tobacco Administration, and the Social Security System.
According to the GCG, PCSO’s score reflects strong results across key indicators such as social impact, revenue performance, collection efficiency, budget utilization, process improvement, ISO certification, customer satisfaction, human resource development, and technological innovation. The agency also earned an additional point for meeting all requirements under the Magna Carta of Women, due to its strengthened Gender and Development (GAD) programs.
Receiving the award for PCSO were Chairman Felix Reyes, General Manager Melquiades A. Robles, and members of the PCSO Board of Directors. “There is no greater motivation a government agency can have than putting its heart and soul into charity and public service. But this recognition inspires us more to work even harder and uphold a culture of excellence in serving the people,” GM Robles said.
PCSO’s recognition this year adds to its consistent upward performance trajectory—from 56.3% in 2021, to 92.03% in 2022 when it was named Most Improved GOCC, and 98.01% in 2023 when it ranked among the Top 10 GOCCs.

In addition to PCSO’s institutional achievements, General Manager Melquiades A. Robles was honored as one of only three finalists for the GCG’s 2024 Leadership Award, a distinction given to exemplary GOCC leaders who demonstrate integrity, innovation, and transformative public service. This recognition underscores Robles’ role in steering PCSO’s modernization, organizational reforms, and expanded public service initiatives.
PCSO also recently earned the 2024 Gender and Development Award from the Philippine Women’s Commission and placed First Runner-Up in the Freedom of Information (FOI) Champion Awards under the GOCC category. Alongside these accolades, PCSO continues to intensify its public service efforts through its Patient Transport Vehicle Distribution Program, Medical Assistance and Medical Equipment Donation Programs, and disaster response operations.
