Sa bisa ng Executive Order (EO) No. 81, ipinag-utos ni Pangulong Ferdinand R. Marcos Jr. ang muling pagsasaayos ng National Security Council (NSC) upang higit na matiyak ang kakayahan ng konseho sa pagtugon sa mga hamon sa loob at labas ng Pilipinas.
“There is a need to further guarantee that the NSC remains a resilient national security institution, capable of adapting to evolving challenges and opportunities both domestically and internationally,” saad sa inilabas na EO.
Sa ilalim ng kautusan, bubuuin ang bagong konseho ng Pangulo bilang Chairperson at 25 pang mga opisyal mula sa Executive at Legislative branches bilang mga miyembro.
Kasabay nito, binago rin ang Executive Committee ng NSC na binubuo ngayon ng mga sumusunod:
– Pangulo
– Executive Secretary
– Senate President or his representatives
– Speaker of the House of Representatives or his representatives
– National Security Adviser
– Department of Foreign Affairs’ Secretary
– Department of Justice’s Secretary
– Department of National Defense’s Secretary
– Department of Interior and Local Government’s Secretary
– Such other members or advisers as the President may designate from time to time
Sa bisa ng Commonwealth Act No 1, unang nabuo ang Council of National Defense na ngayo’y kilala bilang NSC sa ilalim ng Executive Order No. 115 (s. 1986) at 292 (s.1987) o ang Administrative Code of 1987.
Inatasan itong maging principal advisory body para sa tamang koordinasyon at integrasyon ng mga plano at polisiya na may kaugnayan sa pambansang seguridad. – VC
